  • A 15-year veteran of Campus Police, Taggart works on a patrol shift and as the department’s victim advocate and lead telecommunications trainer. 

Julia TaggartROCK HILL, SOUTH CAROLINA—The Optimist Club of Rock Hill selected Sgt. Julia Taggart as its 2019 Officer of the Year for Winthrop University.

“Sgt. Taggart is the go-to person in our office,” said Campus Police Chief Ken Scoggins. “Any time you ask her to do something, ‘yes’ is the only answer you’ll hear from her. She’s very well-liked by faculty, staff and students. I get a lot of positive comments and feedback from the Winthrop community about her.”

A 15-year veteran of Campus Police, Taggart works on a patrol shift and as the department’s victim advocate and lead telecommunications trainer. 

She’s also been responsible for bringing R.A.D (Rape, Aggression, Defense) courses to Winthrop. She’s participated in the Cops on Top fundraiser, in which police officers raise money for the Special Olympics. 

The Optimist Club presents the Officer of the Year Award to one officer from Winthrop Police, Rock Hill Police, York County Sheriff's Office and the South Carolina Highway Patrol who goes above and beyond the call of duty. Past Winthrop awardees include Assistant Chief Wes Wiles and Lt. Chris Yearta.
